The Starter Kit can be used at three different levels:

• The Building Level by chairpersons of RTI teams (sometimes referred to as Child Study, Instructional Support, Case Study or Literacy Teams) to provide referring teachers valuable information and data collection options.
• The Grade Level by teacher/team leaders who meet regularly with their grade level colleagues to monitor at-risk students' progress.
• The Classroom Level by teachers who are fully engaged in the implementation of RTI in their classrooms. Enough data collection forms are included in each section to monitor the entire class.
